New Zealand's transition to a new, fairer, and more modern Road User Charges (RUC) system for the full vehicle fleet is well underway.

The first phase of the transition - the Land Transport (Revenue) Amendment Bill - was introduced in Parliament in November 2025. The bill paves the way for a new RUC system by removing barriers to market participation and innovation. These changes, that will remove barriers to private sector participation and innovation, will come into effect in 2027. The Government will then consider the detailed transition policy design ahead of the full transition. The design of the new system will be informed by the market response to the legislative changes and submissions to the Ministry's recent Request for Information.

The transition from Fuel Excise Duty to RUC for light petrol and petrol-hybrid vehicles will ensure that all road users contribute fairly to the upkeep of the land transport network.
